Position summary:

The incumbent is responsible for the construction management of the NEOM Green Fuel Project, including:

* 2500 MW
solar power plant;
* 1250 MW
wind farm;
* Battery storage facilities for energy storage;
* An electrical network system for connecting various utilities and connections (backup) to the primary electrical network;
* A 2.2 gigawatts
Hydrogen electrolysis plant
* A 103000 Nm³
per hour (N2) air separation unit (ASU);

* Hydrogen and nitrogen storage facilities.

* Nameplate capacity 1.4 Mtpa

green ammonia plant and storage; And
* Offshore unloading facility including connection to ammonia storage facility
*Final capacity is subject to improvement and will be final upon commencement of the EPC contract.
This project is one of Air Products’ largest and most complex capital projects and is transformative for the organization and beyond. It will be the first mega project on an industrial scale that will provide a vector of green energy around the world to contribute to the decarbonization of industry. The complexity of this situation is derived from the scale and organization of this project with an expected peak workforce of over 18,000 workers on the various construction sites at the same time. In addition, unique environmental, health, and safety challenges stem from the individual characteristics of the scope in each item.
The Construction Manager will be responsible for leading and managing all aspects of construction delivery throughout the project lifecycle. The Construction Manager leads the Air Products construction implementation organization and will liaise with project stakeholders, partners, and company leadership to ensure compliance with Air Product’s expectations for safety, quality, cost and schedule performance.
Major Accounting
* Directing and leading the Neom Helios Green Fuels Construction teams to achieve excellence in construction performance, against key performance indicators related to environment, health, safety, cost, schedule and quality.
*Work with global and regional functional management to ensure that work processes, procedures and standards are in place, consistently applied and followed in a disciplined manner.
* Formulate and implement strategies for carrying out construction work on the project
* Lead and direct the Neom Helios Green Fuels Construction team in rigorous assessment of safety, implementation, resources, financial performance and schedule to ensure timely reporting to Executive Management
* Take the lead during the proposal and project phase to ensure that buildability is built into the design of each plant, including the design team looking at how construction will be achieved in the field.
* Lead the successful delivery of the initial design and legal process during the pre-construction project development phases using the AWP approach. The job holder will lead and develop the construction strategy, scenario, methodology and construction implementation program.
* Support the project with the development of subcontracting and partnership strategy.
* Develop communication between other key departments, partners, subcontractors and external agencies.
* Coordinate technical input on buildability at all stages of project design development.
* A significant level of health, safety and environmental expertise will be required. This is the proactive input to key considerations (during design) and advice on achieving mitigation. Drive the project’s environmental health and safety culture through construction

* Extensive communication skills are required in order to communicate effectively with the project team and client staff regarding construction activities.
* Extensive understanding of both main and subsidiary contracts with experience in managing both award after.

* Extensive understanding of project controls, including change management, construction scheduling and cost forecasting
* The position holder will be required to have experience in delivering large capital construction projects (500mm to 3000mm).
* Experience in building hydrogen, industrial gases, petrochemicals or refineries is preferred

Supervisor
The Construction Manager directly supervises the site construction management organization and supports the regional office construction work team. The Construction Manager will work closely with the regional functional managers to ensure alignment in company and recruitment procedures
Assignment and review of work

* The construction manager is expected to be able to demonstrate a high level of independence and be able to define necessary strategies and objectives and select appropriate resources to achieve goals and objectives.
* You will be responsible for communicating with regional job managers to identify new systems and continuous improvement opportunities that will benefit the project
decision-making power
* The Construction Manager is expected to be an experienced manager able to work independently and able to take decisions when required and provide direction without reference to higher management.
* You are expected to make decisions about safety, management, budget, schedule, strategies and quality without reference to senior management. Levels of financial decision making are subject to corporate approval limits.

Communicate with others
* The Construction Manager must have the highest levels of communication skills within and outside of Air Products.
* You must be able to inspire confidence and ability to lead through communication at all levels.

* You have managerial and executive level communications within Air Products and on a regular basis with the Engineering, Project and Procurement leadership teams.
* You will be required to build relationships and instill trust with organizations outside of Air Products including:
Senior management of partners
– Executive and senior management of the contractor
External national bodies and organizations
Required knowledge and experience
*Very extensive experience in Engineering, Design, Manufacturing and Construction along with relevant commercial experience in Contracting/Procurement.

*Experience should enable the ability to communicate with clients, senior executives, engineering, operations and manufacturing, external engineering organizations, suppliers and contractors.

* Demonstrated ability to demonstrate leadership qualities often under difficult and arduous conditions.
* Ability to handle a wide range of demands and obligations and have the skills to manage these while maintaining the confidence of senior management and support of the project and site teams.
Demonstrated ability to develop relationships with key stakeholders such as business, operations and executive management across the global organization and establish credibility and trust with them.

* The construction manager shall act with the highest respect for the safety of the work performed, the health of employees, contractors and himself, and the environment. He must have the highest standards of personal integrity.
