• Review project specifications, bills of quantities, drawings and other contract documents.
• Prepare a list of subcontracting packages and a list of materials as per the contract documents.
• Preparing the procurement record as per the contract document in line with the project and basic program requirements.
• List of long lead items and urgent items.
• Selection of qualified bidders to inquire about.
• Follow-up and receive quotations according to project specifications.
• Preparing the Techno commercial comparison sheet and negotiating the prices and commercial terms with the subcontractor and suppliers to get the best offer.
• Alternative engineering/value proposal.
• Issuance of a comparison paper with the RFA to the Bid Award Committee and approval of the CEO through the Procurement Manager.
• Issuance of a letter of intent to the selected supplier/subcontractor.
• Obtaining the pre-qualification of the subcontractor and sending it to the consultant’s approval through the Technical Office Department.
• Follow up with the technical office and the project manager to receive the approval of the consultant on the proposed materials and the subcontractor.
• Ensure delivery dates from suppliers/subcontractors in line with project schedule.
• Market source for subcontractors, suppliers and new technology.
• Highlight budgeted items and unbudgeted items for the Procurement Department and the Cost Control Department.
• Review the subcontractor’s scope of work and commercial terms and find discrepancies between the subcontractor’s packages and the main contractor’s scope.
• Supporting the Technical Office to receive the submitted materials as per the agreed proposal.
• Develop purchasing policies & procedures.
• Prepare standards for mechanical components.
• Bachelor’s. / BS in Mechanical Engineering, with at least 10-15 years of experience as a Senior Procurement Engineer in Building Construction with at least 5 years of experience in the UAE.
• Must possess excellent negotiation and persuasion skills.
• Practical problem skills is a must.
