Senior Engineer – Transport Planning and Telecom Intellectual Property / Ooredoo Kuw . Fast Telco

Role:

To contribute technical plan expertise and participate in the dispatch planning team to manage the Ooredoo Kuwait network development project including IP/MPLS/DWDM technology and achieve IP evolution in support of the technology roadmap.
Performs highly challenging professional engineering work requiring multidisciplinary technical engineering capabilities in the planning and design of telecom projects, capital improvements and technical projects. Complete the largest and most complex engineering projects and act either as an advanced specialist by independently completing tasks that include multidisciplinary technical engineering duties but do not include providing work direction to other employees.
The main level is the advanced specialist. They differ from senior engineers in that they refer to positions serving as specialists responsible for advanced non-managerial technical duties.

Main responsibilities and activities:

network layout:

Timely upgrade of the network backbone and related network components that carry customer and other production traffic. This includes performance monitoring, reporting, planning for expansion of related network elements, procurement and timely deployment.
– Core backbone layout mission platforms between multiple geographies. This includes core IP/MPLS infrastructure, DWDM, SDH, IP LAN at primary sites, Wireless/Wifi, LAN, WAN and office network.
Planning interconnection networks for Ooredoo Kuwait’s remote RAN networks including elements of SRAN, legacy BSS networks for RAN 2G/3G/LTE, related radio technologies, MW transmission, POS (Point of Sale), B2B networks, and customers to facilitate traffic transmission, monitoring, and any business requirements .
Planning network expansion to include core, aggregation and access hubs, OFC planning for new hubs, equipment and network integration, and migration of services and radio sites to new hubs. Layout the OFC loop layout while extending and customizing the OFC for different projects.
Planning and designing the redundancy and resiliency of major networks to provide telecom services with an availability level of 99.999%.
Plan, design and assign procedures to eliminate individual points of failure for core networks and all mission-critical components and services. Ensure the possibility of effective and immediate backup in case of system and network failure.
– Evaluate network and system performance. Identify opportunities to improve, develop and modernize the network and systems that expand and exploit the full potential of Ooredoo Kuwait’s current technology capabilities
Meet quality and performance KPI with supporting documentation.

Integration planning:

– L2/L3 plan integration for all server and service platforms including but not limited to PS Core, CS Core, VAS, IT, billing, management systems, corporate, enterprise, RAN networks, MW transport with optimized IP planning, network resource usage, VLANs, VRFs and L3- VPNs, dummy wires, and related networking resources required for solution integration.
Plan secure hosting of servers and solution platforms as directed by the security model, maintaining segregation of security and accessibility areas between the Internet, DMZ, DMZ2, Inside (VAS), and Core (Billing) segments.
Planning IP MPLS Backbone as the main transport network for communication between different security zone platforms and their subsequent upgrades and integrations.

Internet and public networks:

– Responsible for Ooredoo Kuwait’s internet architecture including production traffic routing planning between different ISPs (Ooredoo Kuwait contractors) and control over presence of Ooredoo Kuwait’s internet traffic using BGP (Border Gateway Protocol) and RIPE registered IP assignment and independence The system is controlled and maintained correctly through the appropriate documents.
Coordinate with RIPE and/or any public internet/registry for registry related tasks not limited to IPv4, IPv6, ASN, registry management and updates.
Responsible for planning the GRX/IPX network as a link and support to provide connectivity to roaming GPRS/HSDPA partners.
Ooredoo Kuwait plans traffic control mechanisms to guard floods, ICMP, RPC, DCOM, and other traffic floods and proactively control new vulnerabilities and virus outbreaks.

Solutions and RFP:

Prepare RFP for projects outlining detailed scope of work with technical specifications and requirements including HW/SW, spare parts, test bed items, services and delivery, compliance statement, and responsibility matrix. Evaluate technical bids from multiple vendors for proposed equipment and services in accordance with the statement of compliance and specific technical requirements.
Ensure that network planning contractor complies with terms and conditions and delivers completed networks on time and to required standards.
Develop project plans for large, complex and multidisciplinary projects that require significant coordination with internal user groups, the general public, regulatory agencies and the state. Lead projects throughout the full lifecycle of project delivery including the planning, design, implementation, testing, improvement and delivery phases.
Develops the scope of services and other non-standard provisions for requests for proposals and consultant contracts.
Reviews plans and reviews documents for technical accuracy and relevance to company expectations, policies and plans.
Maintain appropriate updated documentation and history of the plan, design and diagram of IP related networks, transmission and connectivity integration plans with IP/Ethernet networks. This includes but is not limited to Design (Design Basis, HLD, LLD), Implementation Plan (NIP, MoP), Acceptance Documents (NRFU) and their review and maintenance documents.
Keeping abreast of the latest technologies and the roadmap, preparing the network to meet the challenges of the future
Complete the timely delivery of projects and follow up on the progress of activities.

Purchasing and Purchasing:

Acquisition of network elements and services needed to complete commercial projects, and follow up on all stages from inception to delivery/implementation to ensure proper procurement and use process.
Budget and Control: Provide budget input (3YBP & AOP) taking into account future network requirements, business expectations and objectives, and strategic reinforcements.
Define and implement measures to keep projects within budget and on schedule.
Responsible for developing cost analytics, design considerations, and implementation schedules.
Provides inputs for capital development, 3-year business plan and annual operating budget plan to ensure adequate provision is made to fund all planned activities.

Operation procedure:

– Audit and Standards Compliance – Internal Audit, Security Governance and Recommendations for Quality Improvement and Standards Compliance. This includes drafting and planning for network architecture upgrades based on audit compliance and standards.
Comply with departmental administrative tasks including but not limited to:
Apply appropriate processes to order documents for new orders, PoC, product evaluation, ATP and other planning tasks. All actions must be auditable. Track purchase status, bill payments and keep up-to-date records
Implement agreed change management procedures, work orders and commercial records with auditable procedures
– Timely update of reports and logs (activity report, issue log and weekly reports, WR network performance)
Implement the procurement procedure during its lifecycle including appropriate follow-up on CAPEX & Status with the relevant procurement teams, and with the vendor on release of the purchase order until delivery of equipment.
Adhering to and supporting management policy, process and procedures
Timely escalate issues, concerns, delays and any anticipated issues
– Network topology update for MPLS/SDH primary and primary sites
– Collaboration to deliver projects in a timely manner
Providing internal consultations in the specialized field and assisting in reviewing prepared designs.
Coordinate project activities with other departments and implement directed policies and procedures.
Provide effective support to other Ooredoo in the country departments, group and subsidiaries.
Ensure that senior management is informed of all critical issues related to the area for which they are responsible.
Submit reports and prepare standard and detailed reports when necessary.
Assists management in developing and implementing procedures and standards that will provide efficient workflow.
