Labor Minister announces National Plan for Labour Market 2023-2026

Manama, July 10 (BNA): Minister of Labor and Chairman of the Labor Market Regulatory Authority, Jamil bin Muhammad Ali Humaidan, affirmed the keenness of His Highness the Crown Prince, Prince Salman bin Hamad Al Khalifa, on His Highness the Crown Prince. His Highness the Emir and the Prime Minister in sustaining the growth of the labor market to create more job opportunities in various sectors.


The minister highlighted His Highness’s directives to develop strategic plans to provide an attractive environment for investments and enhance Bahrain’s economic position in an environment conducive to business growth.

The Minister of Labor made a statement following the Cabinet’s approval of the National Labor Market Plan 2023-2026, within the framework of implementing the provisions of Decree Law No. 21/2021 amending some provisions of Law No. 19 of 2006 regarding the organization of work. According to which the Ministry of Labor is assigned to prepare the national plan every four years.

The minister said that the National Labor Market Plan 2023-2026 came after completing 91% of the initiatives of the previous plan 2021-2023, which led to an increase in the employment rates of citizens in the private sector.

The previous plan also supported the economic recovery plan and attracted investments, which led to higher employment rates and the launch of new training programs.

Humaidan indicated that the remaining initiatives will be completed within the current plan, which is based on four strategic goals that include 30 initiatives.

He said that the implementation of the plan will be in cooperation with other government agencies, including the Ministry of Interior, the Ministry of Education, the Ministry of Industry and Trade, the Higher Education Council, the Labor Market Regulatory Authority, the Labor Fund (Tamkeen), the Social Insurance Organization (SIO), and the Information Authority. e-Government (iGA), and Education and Training Quality Authority (BQA).

He stressed that the current plan aims to create job opportunities for citizens and align education outputs with the needs of the labor market, in addition to strengthening partnership with the private sector, encouraging local and foreign investments in Bahrain, and further consolidating relevant laws and regulations. Attracting investments and organizing workers in the labor market.

The minister stressed that cooperation between the public and private sectors is a prerequisite for the success of the plan and ensuring sustainable growth of the labor market in the Kingdom, in line with the government program 2023-2026.

He stressed that the plan will contribute to strengthening cooperation between government agencies to update data, face challenges, evaluate and follow up on decisions to support the implementation of all initiatives in the National Labor Market Plan.

The National Labor Market Plan 2023-2026 focuses on contributing to reducing the cost difference between Bahraini and foreign workers and creating more job opportunities for citizens in the private sector.

It also contributes to expanding partnerships between the government and the private sector by encouraging institutions and companies to apply all employment patterns in the labor market that contribute to enhancing economic participation, such as part-time work, and remote work to contribute to creating. of job opportunities.

The Ministry of Labor will also develop programs to further integrate women into the labor market and create more employment options for them.

Through the current plan, the Ministry and Tamkeen seek to develop the skills and capabilities of the national workforce by launching training and capacity-building initiatives and programs for job seekers who face difficulty entering the labor market.

This is in addition to the training opportunities that Tamkeen provides for newly recruited Bahrainis for professional development and advanced technology training.

The plan will include a strategy to align education outputs with labor market needs and focus on technical and vocational education to create a balance between academic and professional qualifications for national human resources.

The stakeholders will develop a plan for post-school education and create educational and training options covering a variety of technical and practical courses.

Partnership with the private sector will be strengthened to enhance productivity and quality of offers to ensure job stability for nationals in the labor market.


Tamkeen will launch a set of programs aimed at career development in the economic sectors. Supporting the investments and growth of Small and Medium Enterprises (SMEs). Providing financial and technical advice and other services aimed at encouraging Bahraini entrepreneurship.

The plan aims to strengthen its partnership with the private sector and enhance the investment environment, by stimulating productivity and quality of work to ensure job stability for citizens in the labor market within the priorities that the government is working to achieve by supporting its promotion and development programs. Within the current labor market plan, oversight is being strengthened through cooperation between various organizations to regulate the presence of the foreign workforce and legislation related to it, to ensure the stability of the labor market and to achieve a balance between Bahraini and foreign labor.

This aims to increase the flow of job opportunities for citizens in various economic and commercial sectors, in addition to developing procedures and legislation and taking all measures aimed at controlling illegal businesses. Develop laws and regulations aimed at protecting workers; promoting occupational health and safety in the workplace; and improving the quality of life of the workforce.
