Manama, June 27 (BNA) The training course on “Auditing Customs Revenues”, organized by the National Audit Bureau in the Kingdom and in cooperation with the Arab Organization of Supreme Audit Institutions (ARABOSAI), was launched today. The participation of 30 trainees from 14 Arab countries.
The three-day webinar aims to familiarize the participants with the audit procedures related to the various customs revenues, the nature of their complexity, their relevance to international agreements, and their compliance with the regulations of international organizations.
The lectures will be given by Ahmed Butti, Audit Manager, and Abdul Rahman Al-Hajri, Senior Auditor, from the Regulatory Oversight Department at the State Audit Bureau in the Kingdom of Bahrain.
Majid Attia, Assistant Undersecretary for Regular Oversight, said: “This training comes at an important time when the challenges facing countries are increasing after the Covid-19 pandemic, which requires the supreme audit institutions to perform their role efficiently and perform their duties effectively and to the fullest.”
In his welcoming speech to the training participants, he added: “We hope to exchange knowledge, expertise and experiences that contribute to achieving the parties’ ultimate goal, which is to preserve public money and ensure its proper use in accordance with laws and regulations.” He stressed that the Audit Bureau believes in the importance of these meetings in developing knowledge, refining skills and exchanging experiences, which contributes to developing the audit methodology and work mechanisms.
Mr. Attia praised the subject of training and the fruitful cooperation between the Civil Aviation Office and Arabosai, wishing everyone success in achieving the desired benefit.
Mongi Hammami, General Supervisor of the General Secretariat of Arabosai, stressed the importance of this training and its role in enriching the supervisory work. He praised the keenness of the office in the Kingdom of Bahrain to enhance cooperation with the organization and its other members, and praised the role of the council in the field of training.
Al Hammami thanked the Audit Bureau and the Auditor General, Sheikh Ahmed bin Mohammed Al Khalifa, for the interest and cooperation in the field of training. He also encouraged the participants to take advantage of this training and add more effective recommendations for Arabic audit work.
Instructors Butti and Al-Hujairi will focus on two main areas: customs revenue and international customs agreements, and customs revenue audit procedures.
The training will include a presentation on the origin of the customs tax (tariff) and the most important international trade agreements that include clauses related to this tax, such as the United States-Mexico-Canada Agreement (the new NAFTA Agreement), the Agreement on the European Union Customs Union (EUCU), the Agreement on Facilitation and Development of Trade between Arab countries, and the common customs system for the countries of the Cooperation Council for the Arab States of the Gulf.
It will also discuss financial audit procedures, performance and compliance of customs revenue, reasons for imposing customs taxes with an overview of the World Customs Organization (WCO) and the Harmonized Systems Agreement aimed at facilitating trade and information exchange through classification coordination.
