The HR Manager is responsible for managing and handling the full range of HR activities while achieving the company’s overall strategic and financial goals.

Responsibilities and duties:

Recruit:
• Develop a strategy for recruitment requirements, competencies and skills to acquire the right talent in coordination with department heads to achieve business objectives
• Design a selection matrix to select the optimal recruitment channel and cost-effective recruitment sources
• Build a good seller relationship with local and international recruitment agencies
• Experience in recruiting digital media (Linkedin.com, Fact.com, bayt.com, gulftalent.com, naukrigulf.com, Facebook, Instagram, etc.)
• Continuous review and cost reduction of recruitment expenses without sacrificing quality standards
• Posting jobs, screening, shortlisting, interviewing for required jobs in the organization and ensuring
All positions are filled within the stipulated period
• Submit letters, to employees (medical, biometric, employment contract and RP operations) QVC and non-QVC in coordination with the PRO
• Monitor labor legislation and implement required changes to keep the process compliant
• Manpower planning in coordination with department heads.

Compensation and Benefits / Payroll Administration:
• Job analysis (development of job descriptions and specifications) in coordination with line managers
• Design, implement and monitor compensation and benefits in line with company and market policy (grading structure)
• Annual salary surveys (via – market research, benchmark)
• Review, Verify and Approval (WPS) monthly payroll and other supporting reports
• Management of staff medical insurance (negotiation of rates and benefits (quotations), new enrollment, deletion, modifications, claims, etc.) including market comparison.

Policy and Procedure:
• Develop HR policy and procedures for best practices
• Review existing policies as required
• Educate executives/employees about company policies and procedures to ensure maximum compliance

HR Budget:
• Prepare and review the new budget (direct and indirect costs, other benefits, manpower planning, business travel, operational costs, etc.;)
• Presentation of the budget (including assigned reports) to senior management (annual and quarterly)

Performance Management:
• Initiating/supporting the annual performance cycle by advising line managers
• Playing a vital role in preparing KPIs and evaluation meetings
• Ensure that performance management policy and procedures are followed during evaluations
• Collect evaluation documents and prepare a consolidated report to inform management of HR recommendation (increases, bonuses, promotion, termination, etc.)

training and development:
• Design (internal/external) and implement the training plan for the current/new employee in coordination with department heads (training need analysis)
• Monitoring and evaluating the effectiveness of training (via – feedback surveys and evaluation reports)
• Succession planning by identifying the right talent and gaps in departments

HR Audit:
• Routine HR audit (eg – attendance of staff, overtime, HSE on site and showrooms to ensure compliance with the policy)
• Preparing quarterly and annual audit plans and reports for senior management

Employee Relations:
• Point of contact for all inquiries and demands related to employees to bridge the gap between employer and employee
• New employee in the process of boarding the plane (induction program)
• Employee Handbook and Welcome Group Management for New Employees (Realistic Job Preview)
• Employee welfare, incentive programs, grievances, and conflict management
• Monitor late attendance, gross violations and take disciplinary action in accordance with Qatar Labor Law and company policy in a strictly confidential manner
• Annual surveys on employee engagement and satisfaction

HR Information System and Reports:
• Support and advise IT (ERP) to automate the HR process (eg leave, loan, school fees, medical reimbursement, etc.)
• Testing, checking and advising if there are any required modifications in the process flow
• Maintain updated all employee statements and provisions
• Preparing and submitting full monthly HR reports (recruitment, visas, overtime, employee turnover, grievances, vacations etc.) to senior management

Immigration / Residence:
• Manage PROs in relation to the employee (new/renewed – work/work visas, transfer visas, medicine, fingerprints, contracts, Qatar ID, cancellation, exit, etc.)
• Achieving the completion of the specified target date without any delays and penalties
• Managing the visa bank at the group level
• Management of company legal documents (new, renewals, cancellation, etc.)
• Representing the company in labor disputes in the ministries
• Access to (QVC, Hukoomi, Metrash, CEID, NAS, etc.)

Exit/class management:
• Manage the resignation / termination process
• Conduct exit interviews
• Collect written comments from employees to analyze and report on annual employee turnover
• Check exit checklist, visa cancellation and smooth completion of employee exit process (EOSB etc.)

Other duties:
• Staff Accommodation Management – Full Cycle (from entry to exit)
• Management of staff travel (visas, flight tickets, hotels, travel insurance, etc.) for new employees, servants, business trips, etc.,
• Responsible for monitoring and ensuring that all contracts and personnel files are updated and all changes are made with immediate effect. (both hard copy and hard copy)
• Monthly HR reports to management
• Responsible for ensuring that the company has the capacity to recruit the required workforce (including visa quota requirements, active licenses, employment agency contracts, etc.)
• Responsible for managing and negotiating health care packages, medical insurance and partnerships with any private/governmental body in relation to the matter.

salary:

17,000 to 20,000 QR per month, including fixed allowances.

• Certificate in Human Resource Management or related
• 5-10 years’ experience in a related field (preferably in the construction, oil and gas industry)
• Positive attitudes / motivation to achieve the result
• Good interpersonal, management and decision making skills
• Strong business acumen
• Strong understanding of Qatari labor law
