However, the production of solar power plants has increasingly shifted to China, while the German solar industry has dwindled. The strategy also favors EU tax credits based on the US model or corresponding alternative instruments. Habeck said the aim is to make tax write-offs possible at the EU level, using EU funds for this. He also showed interest in the EU Commission’s proposal for tax breaks for companies that invest in climate-friendly technologies. Habeck and his French counterpart Bruno Le Maire recently visited Washington to express concern about the disadvantages to European companies caused by massive US government subsidies for the green development of domestic industries. The tax breaks introduced by the US Inflation Act have greatly reduced operating costs not only in the photovoltaic industry but also in other sectors and have boosted investments in manufacturing. Meanwhile, in the first half of 2023, Habeck wants to submit proposals for a state-subsidized industrial electricity price, and address local industries’ complaints about higher energy costs compared to other countries.
