• Develop contracting strategy and relevant guidelines for development contracts related to Barwa. Make sure to follow these guidelines across all levels and sections.
• Ensure that the commercial services strategy is translated into annual operational business plans. Monitor performance during the year.
• Identify and source the most suitable and competitive consultants/contractors to engage with the company as a partner to provide the required services/solutions.
• Understand consultants/contractors’ cost structures and negotiate fairly and transparently to obtain the best value.
• Develop and maintain strong relationships with key consultants/contractors to obtain cost effective pricing proposals.
• Ensure that all qualified and interested prospective consultants/contractors are given the opportunity to quote and compete to provide relevant services.
• Negotiate and manage the procurement, contracting and costing development process in order to ensure that requisitions and contracts are processed efficiently on competitive terms to meet the requirements and requirements of the end user and Barwa business objectives.
• Liaise with project implementation and design functions to understand and define the required product/service in terms of specifications, service and delivery.
• Participation in the commercial evaluation of tenders to select the best overall offer for Barwa.
• Reviewing and approving contractual clauses to ensure compliance with regulations, and approving applicable contract terms to protect Barwa’s interests.
• Define and negotiate contract terms and conditions, in coordination with the legal and financial functions with a focus on leading practices.
• Provide contractual support to the project management team in project management to ensure the protection of Barwa’s interests and rights during the implementation of capital projects.
• Ensure that the financial provisions of the contract are correctly interpreted and applied.
• Monitor the performance of all contracts including project management, engineering, procurement and construction to ensure projects are delivered in a timely, efficient and high quality manner.
• Ensure proper maintenance of contract templates, terms and conditions and other supporting documents used by all departments in their core activities.
• Provide guidance on interpretation and/or implications of contract provisions and advise departments on the company’s contractual responsibilities, when required.
• Manage all contract variances and claims with relevant consultants/contractors, in consultation with the Development Manager.
• Assessing contractual and legal risks in the company’s core operations as well as making recommendations to mitigate identified potential risks.
• Oversee the implementation of recommendations to mitigate identified risks to ensure these risks are managed in a controlled environment.
• Track project expenditures during all phases and report any deviations to the Development Manager and Chief Development Officer in a timely manner.
• Develop and own contract compliance trackers and ensure timely updates of the tracker.
• Ensure that the services provided for the intended purpose and complete in all respects.
• Provide support to the project management team to process Request for Information (RFI) related to any contract terms and conditions.
• Review claims from consultants/contractors and gather information needed to challenge the claim.
• Ensure that all procurement decisions are supported by auditable evidence.
• Liaise with internal auditors to monitor compliance with contractual policies and procedures.
• Supervising research activities to ensure availability of relevant and updated information to provide guidance on contracts and agreements.
• Perform any other assigned duties related to the role assigned by the Group Chief Executive Officer as per the business requirements.

• Bachelor’s degree in Quantity Surveying, Supply Chain Management, Civil Engineering or any related discipline required.
• Master’s degree in Civil Engineering or any related discipline will be preferred.
• Additional certification in Contract Management would be an added advantage.
• Minimum of 10 – 12 years of relevant work experience with at least 5 – 6 years of experience in cost and contract management in a large organisation.
• At least 5 years’ experience at the managerial level.
• Strong experience in project engineering and contract management.
• Ability to create and write contracts and request proposals for project work.
• Proficiency in MS Office and technical applications.
• Excellent written and oral communication skills in English and Arabic are required.
• Qatari or Gulf nationality is preferred
• Strong knowledge of international and regional contract terms, design standards, and applicable laws and regulations as applied to engineering projects.
• Strong knowledge of the bidding and tendering process as specified in the legal regulations.
