CSB President issues instructions on flexible working hours system

Manama, May 14 (BNA): Following the approval of the Council of Ministers to adopt a system of flexible working hours in ministries and government agencies to give employees a three-hour window to start their working day to increase productivity, the head of the Civil Service Bureau, Ahmed bin Zayed Al Zayed, issued Resolution No. (1) For the year 2023 regarding the instructions of the Civil Service Bureau regarding the attendance and departure system in government agencies.

The instructions aim to set unified and fair attendance and departure rules for employees working in government agencies to improve and increase productivity, as well as create a comfortable and appropriate work environment.

Al-Zayed indicated that the instructions clarify the procedures and measures necessary to implement the flexible working hours system, which contributes to organizing work and providing integrated data and reports that enable decision-makers to follow up on the attendance and departure system in those agencies. entities in an accurate and comprehensive manner.

He said that government agencies should direct employees to adhere to the specified official working hours, while maintaining the provision of government services to the public quickly and effectively, according to performance indicators.

He pointed out that the normal work system includes 36 hours per week, from 07:00 am to 02:15 pm, from Sunday to Wednesday, and from 7:00 am to 02:00 pm Thursday.

With regard to the official working hours for the extended working system, including 40 hours per week, work starts at 07:00 in the morning and ends at 03:00 in the evening, from Sunday to Thursday, adding that the application of the flexible work system is not permissible. Exceed a maximum of three flexible hours.

The head of the Civil Service Bureau indicated that the attendance and departure system applies to all employees according to specific conditions and controls, adding that the provisions of the flexible working hours system do not apply to employees working in shifts, part-time workers, medical and educational workers. And vital jobs, except after the approval of the Civil Service Bureau, based on the justifications of the government agency and as required by the work interest in some special cases.

And he stressed that the application of flexible working hours in government agencies must be based on the agreement between the employee and the direct official, as well as the approval of the competent authority or whoever delegates it, in order to ensure the continued provision of services in the agency, and taking into account the vital functions in government agencies when requesting flexible working hours for the employee.
