SIO: Those wishing to add previous periods required to provide necessary documents

Manama, April 13 (BNA): The Public Authority for Social Insurance (SIO) has affirmed its commitment to support home-based entrepreneurs who benefit from the step-by-step program for home projects, by enabling them to benefit from the social insurance system in accordance with the provisions of Cabinet Resolution (39) of 2014 applying insurance to Self-employed and branches of employers.


The goal is to pave the way for them to benefit from insurance coverage while still working and carrying out their productive activity from home, says the SIO.


According to the decision of the Council of Ministers, the applicant must:


Obtaining an official license issued by the competent authority.

To be between the ages of 18 and 50 when they join the insurance system.

– Submitting a recent medical certificate proving their health condition issued by the medical committees, with a request to join the system.

Not be a pensioner or subject to any retirement or insurance laws.

Bring a valid home work practice license for the duration of their participation, which expires when the license or official permit expires.

Cabinet Resolution No. (39) of 2010 regulating the practice of productive activity from home (productive home) provided that the entry in the producer’s register remains valid for one year from the date of its issuance. The registration application can be renewed annually at the request of the owner of the productive activity.

Accordingly, many applications for participation in the social insurance system were submitted through the Step program, and the General Authority for Social Insurance approved them based on certificates issued by the Ministry of Social Development. After that, the individuals submitted requests to include the previous periods based on letters from the Ministry of Development stating the date of the start of their domestic activity, in order to complete the period necessary for their entitlement to the retirement pension.

However, while studying the applications, SIO has found that:

– Some applicants submitted declarations of practicing domestic activities without presenting actual permits or registration records during the period to be added.

– Some of the certifiers showed that the applicants were under the age of 18 when they started practicing their productive activity from home, which is contrary to the provisions of the decisions that stipulate that the period to be added must be spent in the practice of work after reaching the age of 18 years.

– The periods required to be added in some cases overlap with those in which the applicants were subject to the provisions of retirement and social insurance laws because of their work in the public or private sector.

For these reasons, the authority said that it is currently reviewing all requests for adding previous periods submitted according to a step program to ensure that they comply with the provisions of the decisions in force, adding that it will communicate with the applicants directly during the coming period. While preserving their right to receive their retirement pensions in accordance with the provisions of the law and the decisions in force for those who submitted the required documents.

The Public Authority for Social Insurance affirmed its full commitment to applying the provisions of the law and the decisions in force, affirming its interest in approving all requests for adding previous periods in a manner that does not contradict the provisions of the relevant decisions.
