Work summary
The Offer Manager leads the development of technical and commercial proposals. The Employer leads and manages a team of proposal engineers throughout the entire proposal development lifecycle from supporting the bid decision process and coordinating prequalification requirements to developing competitive technical and commercial proposals in a timely and cost-effective manner. The employer coordinates across functions and departments in organizations to seek input from subject matter experts during the proposal development stages, as needed.
Job Qualifications
10+ years of experience in architecture, engineering and planning in a first class regional/multinational engineering consultancy firm
– Bachelor’s degree in architecture or engineering
– At least 5 years of experience in proposal development, preferably in projects
Strong knowledge of all aspects of proposal development including technical and commercial proposals
Familiarity with tender procedures in the Middle East, especially with government agencies
– Fluency in both Arabic and English, both spoken and written
