We are looking for a Project Controls Manager (Remote Site) in Saudi Arabia.

Currently looking for an experienced Project Controls Manager to form part of our Program Management team based on a large mixed-use development in a remote location in Saudi Arabia. The primary objective of the PMO/Delivery Biased Program is to implement and manage the comprehensive development program, which includes infrastructure improvement works, as well as retail centers, new hospitality building, sports complex, medical facilities and renovation items. The team is expected to assist the client in any way possible to ensure development is completed from project brief to required timelines and within their stated budgets for multiple projects. The assignment is expected to last up to 3 years with the possibility of an extension.

Role:

This role will have full oversight and line management authority for the planning, risk, document controls, change management and reporting functions to provide coordination and direction at a senior level in order to achieve the following key elements:

Act as the primary point of contact for the client for schedule, risk, change, document control and reporting.
Advise the client on all aspects of planning, scheduling and project control in accordance with industry best standards
– Conduct executive-level presentations to the client management team to brief on the status of the program and individual projects
Develop weekly and monthly executive dashboards for the program.
Provides strategic program planning in relation to high-level milestones and critical path.
Provide direct supervision and direction for planning/scheduling, risk management, document control and reporting.
Effective communication of the program schedule to all stakeholders.
Work with associated teams to develop, periodically review and improve project controls processes and procedures to be adopted across the program to achieve a consistent and coordinated approach, including:
Schematic approach to PMO and PMC
– Develop WBS and Activity Codes
– Performance monitoring and reporting
– Input into the Program Management Information System (PMIS)
– Risk Management
Schedule management
Lead efforts to analyze all timeline related data, identify issues and opportunities and provide solutions to ensure all program timeline objectives are met.
Generate and implement methods for collecting and interpreting relevant project information with analysis focused on identifying, mitigating or resolving negative impacts.
Liaise with cost management team to integrate cost and schedule data.
Attend weekly and monthly meetings with the employer and other stakeholders.
Reporting – Interface and challenge PMC, contractors and design consultants to their reports. Evaluate and escalate areas of concern when necessary.
Oversee the development and maintenance of the basic program schedule.
Lead the development of weekly and monthly reports and dashboards and report variances against milestones.
Develop and monitor KPIs.
Responsible for ensuring all schedule management activities, reporting, and maintenance of project documentation, are conducted in a timely and accurate manner.
Responsible for monitoring project performance and performing health checks on a cost and time basis.
Direct/support Project Controls teams as required
Responsible for controls and resource management disciplines

Requirements
– Degree in engineering or construction management
– PMP, PMQ or other professional certifications
Charter preferred
At least 15 years of experience in project management and project controls.
Must have had a consultant and/or client background for a minimum of 5 years, preferably at PMO/Program level.
– Fluent in English (reading, writing and speaking).
Project management acumen.
Politically aware.
Team player, team leader.
Extensive strategic planning
Speaking Arabic is an advantage but not a necessity.
Candidates with digital experience are preferred
5 years experience in the Middle East is preferred.
