Description

* Formulating a short and long-term strategy for the procurement department.
* Ensure proper implementation of procurement policies and framework.
* Preparing financial plans and budget for the procurement department.
* Drive the development of corporate and project procurement policies and processes, processes, and tools.
* Supervise all end-to-end procurement activities.
* Ensure that purchasing needs and relevant product/service specifications are properly captured and translated into specific purchasing requirements.
* Ensure that all procurement processes, contracts and other documents are in line with the applicable legal framework
* Provide expert level advice to the procurement team and other stakeholders.
* Establish appropriate procedures to accurately record purchase and contract information in the system.
* Ensure effective solution to complex purchasing problems.
* Review procurement and contract requirements.
* Direct the overall bidding process for any services, products or materials in accordance with the policies.
* Lead the investigation of any major issues or contract violations during the projects procurement cycle.
* Develop and maintain effective relationships with all relevant external / internal entities.
* Manage relationships with key vendors and lead contract negotiations for purchase orders.
* Supplier performance appraisal guide.
* Establish appropriate contract framework and templates, in collaboration with General Counsel, ensuring that the correct contract template is used according to relevant needs.
* Overseeing the procurement contract development process as per specified requirements.
* Provide any information required to internal and external auditors regarding procurement and contract related processes and practices.
* Reviewing supplier registration forms to ensure their validity and adherence to the approved terms and contracts.
* Manage the review of purchase invoices.
* Manage and ensure effective implementation of procurement policies, procedures and controls.
* Apply HSE management practices to all activities, policies, procedures and controls related to procurement.
* Contribute to the identification of opportunities for continuous improvement of procurement systems, processes and practices.
* Ensure that all management reports are prepared in a timely and accurate manner.
