German news agency dpa said the new measures, which affect about 23 million private or public sector employees across Italy, are controversial and have met with some resistance.
Critics have campaigned against the measures, which are being introduced to allow more relaxation of Covid-19.
Rome police have arrested 12 people – including two leaders of a far-right party – after protests against coronavirus restrictions turned into serious riots a week ago.
A new demonstration is scheduled in the capital on Friday, while port workers in Trieste, in the north of the country, plan to close the port in protest.
Authorities argue that cinemas, theaters and concert halls will be allowed to operate 100 per cent again if visitors have a green pass.
Green Traffic Rules are designed to avoid people contracting Covid-19 at work and the need for mass quarantine.
“For companies and employees, the green corridor increases safety in the workplace and ensures production,” said Maurizio Stirpe, vice president of employers organization Confindustria.
Companies that do not ensure their employees have a green pass face fines of up to 1,000 euros ($1,156).
The green corridor is already used in many other sectors such as schools and the healthcare system.
A total of 85 percent of Italians over the age of 12 have had at least one vaccine for the Covid-19 virus.
