We are currently looking for a biased Project Controls Manager with planning experience to be part of our Program Management team based on a large mixed-use development in Saudi Arabia (remote location). The primary objective of the PMO/Delivery Biased Program is to implement and manage the comprehensive development program, which includes infrastructure improvement works, as well as retail centers, new hospitality building, sports complex, medical facilities and renovation items. The team is expected to assist the client in any way possible to ensure development is completed from project brief to required timelines and within their stated budgets for multiple projects. The assignment is expected to last up to 3 years with the possibility of an extension.
Role:
This role will have full oversight and executive management authority for the planning function and serve as Deputy Director of Project Controls in the Risk Management, Document Controls, Change Management and Reporting functions.
Project Controls Manager responsibilities include but are not limited to:
Manage and provide technical leadership to the planning team
Set up Primavera P6v7 Project Management System to manage the program across the planning team with all stakeholders.
Prepare the project master program that takes projects from the very early stages of feasibility studies right up to delivery.
– Develop and update schedule management plan.
Assist in the consultant/contractor selection process for commercial and technical evaluation.
Assist in establishing/providing formal reporting arrangements on project progress to client and project including earned value and quantitative tracking system.
Review contract documents and suggest changes in planning and programming aspects and add new clauses if necessary.
Reviewing the outputs of consultants and contractors, directing them and helping them to improve if they are not in line with their contract requirements.
Arrange planning workshops/meetings to discuss and assist contractors/consultants to close planning/project control issues.
Appeal any claims and EOT requests.
Make recommendations on possible acceleration.
Review and analyze design/procurement/construction programs received from consultants/suppliers/contractors in line with contractual requirements.
Manage health screening requirements schedule.
– Create/modify existing WBS to desired level.
Ensure the creation and maintenance of records of purchases, materials and submission.
– Identification of long lead elements.
Assist in preparing weekly client presentations.
Review progress/earned value information provided by consultants and contractors with the project team.
Prepare project advice for any site progress/planning issue that may affect site progress.
Develop weekly and monthly progress report protocols/templates to report on progress and monitor progress against it.
Preparing design programs for projects under design and indicative programs for projects that will start/under implementation.
Preparing risk assessment and mitigation plans.
Monitor design, procurement and construction progress to comply with contract requirements.
An independent worker who is able to work well with minimal supervision
Requirements:
– Degree in engineering or construction management
– PMP, PMQ or other professional certifications
Charter preferred
At least 12-15 years of experience in project management and project controls.
Must have had a consultant and/or client background for at least 5 years, preferably in a project management/construction management organization.
– Contractor background is greatly appreciated.
5 years experience in the Middle East is preferred.
– Fluent in English (reading, writing and speaking).
– Project management acumen.
Politically aware.
– Team player and team leader.
Extensive tactical planning
Speaking Arabic is an advantage but not a necessity.
Comprehensive understanding of the hierarchical table
Candidates with digital experience are preferred
