HRH the Deputy King chairs weekly Cabinet Meeting: 20 December 2021

Manama, Dec. 20 (BNA) The Vice King, His Royal Highness Prince Salman bin Hamad Al Khalifa, today chaired the weekly meeting of the Council of Ministers at Al-Qudaibiya Palace.

The Cabinet praised the speech of His Majesty King Hamad bin Isa Al Khalifa on the occasion of the National Day marking the establishment of the modern Bahraini state (founded by Ahmed Al-Fateh in 1783), the anniversary of the Kingdom’s accession to membership in the United Nations, and the anniversary of His Majesty the King’s accession to the reins of government. In the letter, His Majesty thanked everyone who sent congratulatory messages on this occasion.

The Cabinet also thanked His Majesty the King for issuing the royal decree awarding the “Prince Salman bin Hamad Medal for Medical Merit” to 15,811 frontline medical workers in the Kingdom and support staff. The medal is awarded in recognition of the tireless efforts of frontline employees to mitigate COVID-19. The Cabinet reiterated their pivotal role in protecting public health, adding that their efforts are appreciated by everyone and a source of pride for the Kingdom.

The Cabinet praised the speech delivered by His Majesty the King at the opening session of the 42nd GCC Summit. The speech stressed the importance of the Al-Ula Declaration, which aims to deepen bilateral Gulf cooperation and resolve outstanding issues. The Cabinet commended the results of the summit, which aims to strengthen Gulf solidarity and Gulf unity in order to achieve the aspirations of the peoples of the region.

During the meeting, the Council of Ministers discussed a number of memoranda with the following results:

Agree to the following notes:

1. A memorandum by the Governmental Executive Committee on the latest developments in improving the quality of government services provided to citizens and residents. The improvements aim to raise the efficiency of beneficiaries and strengthen governance. The memorandum covers a total of 1,294 services that have been documented, and states the following:

• Re-engineering a number of government services based on the most frequent complaints on the system of communication and unifying the identity of all forms within government agencies.

• Developing the e-government portal website to display all the details and conditions of government services documented in accordance with the Service Level Agreement to facilitate the use of the website via smart phones.

2- The memorandum of the Ministerial Committee for Financial and Economic Affairs and Fiscal Balance regarding the strategy of the communications, information technology and digital economy sector 2022-2026, which is part of the initiatives to develop priority sectors within the Kingdom’s economic recovery plan.

The strategy is based on 4 main pillars with 25 strategic projects, with the aim of developing the infrastructure of the telecommunications sector, supporting the digital economy, enhancing e-governance, and developing digital capabilities.

3. A memorandum by the Ministerial Committee for Legal and Legislative Affairs regarding a draft law ratifying the loan and guarantee agreement between the Kingdom of Bahrain and the Arab Fund for Economic and Social Development to establish a new control center. The control center will monitor the electricity and water networks within the Kingdom of Bahrain.

4. The memorandum of the Minister of Interior regarding the digital transformation of some services provided by the Ministry of Interior, including 14 electronic services for the identity card.

5. The memorandum of the Minister of Interior regarding the restructuring of the Ministry of Interior in order to enhance its performance and the quality of security services.

6. The memorandum of the Ministerial Committee for Legal and Legislative Affairs regarding the government’s response to 3 proposals from the House of Representatives.

The Cabinet reviewed the following topics:

1 – A memorandum regarding the follow-up of the performance of government agencies within 3 systems (registers, buildings, communication) during the period from September 13 to December 13, 2021. The memorandum includes its role in further improving the quality of government services provided. for citizens and supports commercial and investment activity in the Kingdom.
