FM: Bahrain proud of its leading accomplishments in protecting human rights

Manama, December 9 (BNA) Foreign Minister Dr. Abdullatif bin Rashid Al-Zayani affirmed that the Kingdom of Bahrain is proud of its many pioneering achievements in the protection of human rights and the consolidation and strengthening of the rule of law and justice. National unity and social peace.

The minister said that Bahrain celebrates Human Rights Day, which falls on the tenth of December every year.

He stressed that the reform approach pursued by His Majesty King Hamad bin Isa Al Khalifa, after assuming the throne in 1999, was the beginning of a critical stage in the Kingdom’s national progress, which has been consolidated over the years with the efforts and support of the government under its rule. He stressed that the government has adopted many initiatives and plans aimed at protecting human rights and basic freedoms, which are guaranteed by the Kingdom’s constitution, laws and the National Action Charter.

The minister stressed that democracy and respect for human rights are two main pillars of the reform approach pursued by His Majesty the King.

He added that this reform approach constitutes a solid base for the comprehensive development process in various political, economic, social, cultural and other fields, all of which contributed to the protection of human rights and freedoms.

They also contributed to building a society in which security and stability prevail, and achieving justice that supports the development of the democratic process and the success of comprehensive development efforts.

Al-Zayani affirmed that Bahrain considers the preservation of human rights and basic freedoms an inherent principle and goal in its internal policy, based on its firm belief in the values ​​of tolerance, peaceful coexistence and respect for religions and beliefs.

Bahrain also firmly believes in building its international relations in accordance with the recognized principles of international cooperation, supporting efforts aimed at establishing and maintaining regional and global peace and security, developing international relations between states, and developing common interests to achieve security. stability and prosperity for all peoples of the world.

He stressed that Bahrain’s achievements in the field of human rights were not limited to a specific field only, but included everything related to the individual and society, as well as to citizens and residents, as the government enacted many pioneering laws in the promotion of human rights.

In this context, he stressed that Law No. (18) of 2017 on alternative penalties and measures, its approval and implementation, constituted a qualitative leap in reform and rehabilitation, as it was in line with modern criminal policies in the field of protection and promotion of human rights. It is a real mechanism for rehabilitating the individual and involving him in his natural life and social environment.

The minister said that the government continued its efforts to develop the legislative system in this important field, as the Family Law No. 19/2017 and Law 4/2021 were issued promulgating the Law on Restorative Justice for Children and their Protection from Abuse. Issuance of Decree Law No. 24/2021 amending Article 13 of Law No. 18/2017 regarding alternative penalties and measures, adding that these laws were widely praised, given how they enhance and preserve the rights of children or detainees alike.

He added that within the framework of the Kingdom of Bahrain’s keenness to follow up on the implementation of commitments in some sectors, the Kingdom of Bahrain launched several promising national plans and strategies.

It includes the National Strategy for Persons with Disabilities (2012-2016), the National Strategy for Childhood (2013-2017), the National Plan for the Advancement of Bahraini Women (2013-2022), the National Strategy for the Elderly, and the National Strategy. Youth Strategy (2015-2030).

Al-Zayani stressed that based on the national approach aimed at promoting the establishment of independent mechanisms in the protection, respect and promotion of human rights in the Kingdom, several effective mechanisms and agencies have been established in this regard.

Among them are the National Institution for Human Rights in 2014, the Board of Grievances in 2012, the Commission on the Rights of Prisoners and Detainees in 2013, and the Special Investigation Unit of the Public Prosecution in 2012.

He added that Bahrain is constantly keen, within the framework of its international obligations, to fulfill its obligations towards the treaty committees that supervise the implementation of human rights agreements.

The Kingdom is also working to enhance cooperation and response with the mechanisms emanating from the Human Rights Council, as well as strengthening cooperation with the United Nations High Commissioner for Human Rights and the United Nations Human Rights Council.

The minister said that as a reflection of its efforts in the international community, Bahrain was elected for the third time (2019-2021) with an overwhelming majority in the United Nations General Assembly, as well as for membership in the Human Rights Council. Committee on NGOs in the Economic and Social Council.

Al-Zayani added that Bahrain, as part of its keenness to protect human rights and fundamental freedoms, maintained for the fourth year in a row its first classification in the US State Department’s annual report on human trafficking.

It was a remarkable achievement that came as a result of the remarkable efforts made by the government in this field and the measures it took and the important initiatives and mechanisms it took to prevent such unacceptable practices that contradict international laws and values. and principles rooted in Bahraini society.

The minister said that the Kingdom of Bahrain, under the lofty directives of the wise leadership, showed its keenness and interest in protecting the human rights of all residents in the Kingdom, both citizens and expatriates, in its response to the COVID-19 pandemic.

Its objectives, projects and initiatives have been defined in cooperation and coordination with the concerned authorities, and in cooperation with relevant international organizations, so that the plan is consistent with the Kingdom’s commitments at the international level and achieves the lofty goals that the Kingdom seeks to achieve. In the field of protection and promotion of human rights.

The minister stressed that the Kingdom of Bahrain continues to promote and preserve human rights under the vision of His Majesty the King and with the support of His Royal Highness, the Crown Prince and the Prime Minister, based on the faith of the wise and Bahraini leadership. Association.

Bahrain has always known the values ​​of coexistence, tolerance and respect for the other – that human rights are an integral part of the culture of Bahraini society, and a consistent goal of a modern civil state that seeks to enhance its regional and international standing among civilized nations.
