Manama, September 28 (BNA): The curtain has come down on the International Conference on Penal Law and Alternative Measures: Qualitative Experience in Criminal Legislation.”
The main speakers referred to Bahrain’s adoption of an alternative penal law, describing this step as an important practice that must be emulated at the level of Arab countries and countries in the region.
The head of the National Institute for Human Rights, Ali Al-Dirazi, indicated that more than 4,000 people have benefited from the law since its adoption four years ago.
He looked forward to adopting a new mechanism to increase the number of beneficiaries of alternative sanctions, noting that the National Human Rights Institution had developed a plan to involve the private sector in implementing alternative sanctions.
The head of the Arab Organization for Human Rights, based in Egypt, Dr. Alaa El-Sayed Shalaby, indicated that there are lessons learned from Bahrain’s practices.
The importance of the important recommendations made by the speakers in the conference sessions, stressing the importance of having a political will that believes in legal modernization.
Dr. Hatem Ali, Deputy Secretary-General of the United Nations and Executive Director of the United Nations Office on Drugs and Crime, indicated that Bahrain has taken the initiative to adopt an independent law related to alternative punishments.
He described the law as easier, more effective and convenient for society, noting the active role of the conference in transferring the practice to the regional and international community.
In response to the idea that the work must be paid, Judge Badr Al-Abdullah indicated that working under the alternative system replaces the original penalty.
He said: “The law stipulates that working in community service is a description that does not fall within the usual work systems,” noting that there is an international standard in determining time and hours according to cases and their circumstances.
